Hi Everyone,
After spending most of tonight fighting this error in the setup process of upgrading from 1.3 to 2.20, I finally found out it was caused by the Front Page Extensions of my host company. By first removing them, then creating a metatraffic2 directory with write permissions, then running the setup, everything worked.
Hope this post helps someone else save a few hours... :D
